Inside Trump’s coordinated push to overhaul U.S. immigration

President Trump built part of his campaign around a pledge to carry out mass deportations. More than a year into his second term, his administration has pursued a broad and coordinated effort to restrict both illegal and legal immigration into the country.

NPR immigration policy correspondent Ximena Bustillo has identified five core strategies driving the administration’s deportation agenda.

The five-pronged approach

The administration’s approach rests on several interlocking tactics:

• Record enforcement funding: Directing unprecedented levels of federal funding toward immigration enforcement agencies
• Narrowing legal pathways: Rolling back avenues that previously allowed migrants to pursue legal status
• Reworking the courts: Restructuring what had been relatively obscure immigration appeals boards
• Expanding detention capacity: Growing the infrastructure needed to detain and deport more people

Together, these measures have significantly narrowed the options available to immigrants seeking to stay in the country legally, while dismantling several pathways that once existed for obtaining legal status.

Courts split on the administration’s measures

Over the past year, the legality of these policies has been tested at every level of the federal judiciary, including the Supreme Court.

Lower courts have blocked some administration tactics, such as an order requiring federal officers to halt arrests inside immigration courthouses. On Tuesday, the Supreme Court delivered one of its most consequential rulings yet, affirming the constitutional guarantee of birthright citizenship and striking down Trump’s executive order that had attempted to eliminate it.

Other policies, however, have survived judicial review. The Supreme Court recently permitted the administration to end Temporary Protected Status (TPS) for migrants from Haiti and Syria, and separately upheld a policy allowing border agents to turn asylum seekers away before they set foot on U.S. soil.

On the ground

To trace how these policies play out in practice, Bustillo traveled to Arizona, California and New York, examining the effects on immigration agencies, federal employees and the immigrants navigating an increasingly complex system.

The reporting draws on more than a year of on-the-ground coverage, internal policy memos, government data and dozens of interviews, painting a detailed picture of how the administration’s deportation strategy has taken shape.
